TORs for Structure Study of Organizations working with Home Based Workers in Pakistan to be commissioned by UN WOMEN Pakistan

UN WOMEN is supporting a structure study initiated by Home Net South Asia and Home Net Pakistan. A major objective of the HomeNet South Asia (HNSA) Inclusive Urban Planning (IUP) Project is to assist organizations working with HBWs to move towards an MBO governance and organizational structure. The first step in this respect is an assessment of the governance and organizational structures of selected member organizations of Country HomeNets (CHNs) in their respective countries.

The study will provide the baseline for the four-year IUP project against which the progress of various HNP members will be assessed over the life of the project. Hence it is vital that the study be carried out in a way that it provides a detailed picture of the organizational and governance structures of the 20 member organizations in the study sample.

2. Objectives

The objectives of the study are as follows:

• Undertake a detailed study of the organizational and governance structures and functioning of 20 member organisations of HNP focusing on the following:
o The election process through which members and office bearers are selected and changed, including the Annual General Meeting, Executive Council, Board of Governors, representation of women and HBWs, etc.
o The manner in which decisions are taken within the Board and within various tiers of the organization
o The role of HBWs, particularly HBWWs, in the whole process, including elections, representation, and decision making in the Board and management of the organization..
o Democratic processes within the organization, including transparency, accountability, participation and representation of members, etc.

3. Methodology

The study will involve a review of the literature on MBOs in order to refine the study instruments and study sample. It is proposed to conduct telephonic interviews of key organizational members and some HBW members of each organization (selected from a sample of HBWs provided by the organization). The collected data will be tabulated and analyzed, and a draft report submitted to HNP/HNSA and UN WOMEN.

4. Work Plan

The tentative work plan is as follows:

5. Tasks

The tasks of the various team members are given below.

Team Leader
• Review and synthesize the literature on Membership Based Organizations (MBOs), especially MBOs of Home Based Workers (HBWs).
• Design research instruments, including interview schedules for organizational office bearers and HBWs who are members of the organization.
• Orient the Senior Researcher on the concept of MBOs of HBWs, and the interview focus and process.
• Monitor the interview data collected by the senior researcher, and provide necessary feedback.
• Guide the Junior Researcher in collating and tabulating the interview schedules, and monitor the process.
• Analyse the data tables and prepare the draft and final reports.

Senior Researcher
• Familiarize himself/herself with the concept of Membership Based Organizations (MBOs), especially MBOs of Home Based Workers (HBWs).
• Familiarize himself/herself with the interview schedules and the manner in which the data is to be tabulated and analysed.
• Conduct telephonic interviews of organizational office bearers and HBWs who are members of the organization.
• Provide filled interview forms to the Junior Researcher on an on-going basis, and guide/assist him/her in collating and tabulating the forms.
• Provide inputs to the Team Leader as required.

Junior Researcher
• Familiarize himself/herself with the interview schedule, and the formats for data collation and tabulation.
• Enter the data from the interview forms using the data collation and tabulation formats.
• Generate data tables and organize qualitative data as per the requirements of the Team Leader.

6. Required Experience and Skills

Team Leader
• Minimum 10 years of work experience required
• Understanding of the concept of MBOs, and the role of HBWs in the Pakistani context.
• Skills in designing and conducting research, analyzing data, and writing analytical research reports
• Experience of supervising research teams and getting work done under a tight deadline

Senior Researcher
• Minimum 5-7 years of work experience required
• Basic understanding of the concept of MBOs, and the role of HBWs in the Pakistani context.
• Familiarity with qualitative research methodology
• Strong interviewing skills, particularly semi-structured interviews
• Familiarity with data collation and tabulation methods
• Able to perform under a tight deadline

Junior Researcher
• Minimum 3-5 years of work experience required
• Skilled in data entry, collation, and tabulation methods
• Able to produce outputs with minimum errors under a tight deadline
