UNW-Pakistan Request for Proposal: “Implementing Women’s Voters Education Program in KP and Baluchistan”

Women Voters Education Programme

As part of UN Women’s mandate of promoting women’s groups and enhancing their capacity to effectively participate in electoral processes, UN Women Pakistan intends to establish and maintain close working partnerships with Six implementing partners during the current year under ECAP ( in collaboration with UNDP) through its “Governance and Political participation” Program in Pakistan. The financial assistance provided through this project will support CSOs in their initiatives as well as establishing forums for sharing information and joint collaborative support on programs/projects that promote women’s Political participation particularly as well informed voters.

Through this Project UNW would like to support ECP in its strategic goal under its five year strategic plan of achieving 63% voter turn-out in the next election. To achieve this it will have to direct considerable time and effort in engaging with citizens, but also by placing additional focus on engaging with and enabling women. The most challenging task in this regard would be to mobilize women particularly in those districts that have faced fragile security situation and are strictly governed by patriarchal culture and where strict “Purdha” is observed.

The Women Voter’s Education Program requires focused approach and aims at mobilizing women initially in 10 districts in KP and Baluchistan with low women turnout and women voters’ registration. The key results anticipated for the program includes; a)increased knowledge and information of local communities particularly women about voters procedures; increased women voters registration; increased women turn out as voters in upcoming elections; increased women’s engagement and participation in political parties. The project also aim at ensuring that the lessons learnt from the districts are not only shared with all key actors including ECP but also drawn on for pushing the agenda of legal reforms in national policies and plans with National Women Machinery(NWM) i.e. Women Parliamentary Caucus, Women Development Departments at provincial level and NCSW.

In order to achieve these results organizations should be able to demonstrate proven experience of running result based women political participation projects in said provinces with considerable out reach.

Call for proposals for Media Campaign on Home Based Workers issues
Background
The United Nations Development Fund for Women (UN WOMEN) promotes gender equality, through working around the world with the governments, non-governmental organizations and networks, the UN and other development organizations. UN WOMEN brings its technical expertise in gender equality and links the global women's movement to the UN WOMEN Pakistan mission in order to strengthen the effectiveness, coordination, and quality of outputs of the UN mission on gender equality.

The concluding remarks of the CEDAW committee (May 2007) highlights the increase of feminization of poverty in Pakistan through unequal professional opportunities. Also, 75% of the labour force in Pakistan works in the informal sector and the human rights based approach requires a focus on excluded groups. Globally UN WOMEN focuses on the excluded women’s rights and asserts the need for addressing the lack of protection and invisibility of workers in the informal sector, particularly HBWs and women migrant workers. UN WOMEN builds on the excluded women’s leadership and capacity to advocate for relevant policies and programmes, budgets and processes.

Accordingly, UN WOMEN in collaboration with the Royal Norwegian Embassy planned a
three-year project on Home based workers, entitled, ‘Towards Gender Equality: Women's
Economic Empowerment- Home Based Workers (September 2008-August 2011),
through supporting the development of a National Home Based Workers Policy to
safeguard the rights of home based workers.

This programme supports the development of a national home based workers policy to safeguard the rights of home based workers. UN WOMEN Pakistan has provided technical support and advice to the Government and Civil Society Organizations on the Home Based Workers Policy draft. The finalized home based workers policy was handed over by the Civil Society Organizations to the Ministry of Women Development and Ministry of Labour and Manpower on November 6th 2009. UN WOMEN is now working towards endorsement and implementation of the home based worker policy. An inter-ministerial taskforce (with representation from Civil Society Organizations as well) is set up to follow up on the policy work and provincial consultations on Home Based Workers are in progress.

An essential aspect of the effective endorsement and implementation of the home based
workers policy, is raising public awareness around the importance of the home based
workers issue and its link to the policy. A ‘media campaign’ is planned and organisations
are invited to submit call for proposals for conducting a campaign on home based
workers issues.

The time period of this home based workers media campaign is July 2010- April 2011.

Specific Tasks and Responsibilities:

UN WOMEN invites proposals from Civil Society Organizations to undertake the following tasks:

• Produce printed, audio /video material including posters, leaflets, booklets, audio songs and documentaries on HBWs issues and their struggle.
• Raise awareness on home based workers issues through air time/add on TV/radio programmes, press conferences, consultations and publish it in newspapers involving media persons, journalists, correspondents, prominent columnist HBW workers and concern government departments/officials
• Disseminate the developed material to the stakeholders and follow up on activities to gauge the impact of the published material

Deliverables:

- Detailed work plan
-A consolidated report of the events including all meetings alongwith lists of participants as well as a comprehensive plan entailing the impact and the campaign follow up
-A mid term financial and narrative report
-Media campaign strategy
- Products developed as a result of the media campaign
-An audited financial statement with supporting vouchers

Criteria for selection:
The following criteria will be used to evaluate project proposals:

a) Quality of proposal, ensuring that the project has clear goals as well as explanations for how proposed activities will contribute to these goals.
b) Realism and feasibility of results
c) Institutional capacity to implement project
d) Clearly defined focus
e) Justifiable budget

The project is expected to start in July 2010.

• Registered local non-governmental organizations

In a case where two or more organizations jointly submit a proposal, clearly state which organization represents the applicants and takes legal responsibility for administering and implementing the project.

Project proposals and budgets must be submitted in English. Electronic proposals are not accepted and only hard copies delivered to the UN WOMEN Programme Office in Pakistan will be considered.

Project proposals should be written in English and be limited to 6-7 pages, 12’’ Times New Roman, including budget. They should contain the following information:
