UNIFEM Call for proposals- short training film for CENSUS

Background

The previous Pakistan Population and Housing Census took place in 1998. The next comprehensive housing and population census will be conducted by the Government of Pakistan in early 2010. The Population Census Organisation (PCO), an attached department of the Statistics Division, is the main implementing organization for the preparation, actual data collection, analyses and dissemination of the results. Historically the censuses conducted in Pakistan have provided data disaggregated by sex and age with geographic distribution, rural/urban distribution and various socio economic characteristics of the population and their living conditions. However, the 1998 Census data analysis revealed several inadequacies. Thus, the public image of census remained poor
The Population Census Organization is cognizant of all the shortcomings and has demonstrated great commitment in improving the overall quality of the census, an important part of which is gendering the whole census process.
It has prepared a very detailed work plan for the preparation of the census and has shown commitment to cover almost 90% of the related cost of the censu. It has however approached international community in particular the United Nations and other donors to support the census process.
Given UNIFEM’s mandate, its commitment to and its past experience in improving the visibility of women in national accounting UNIFEM is well positioned to provide technical assistance to the Government of Pakistan for the next Census.
While this process is ongoing, UNIFEM has provided support to the Population Census Organization by strengthening the gender cells and equipping them with some basic equipment. In addition to this UNIFEM has committed to strengthen the census-training component in collaboration with the PCO. One of the important components of this training is the development of a training film, which will be used as a visual training aid especially during the training of trainers and enumerators
The census training film is required to cover the entire material of the training manual using the census questionnaire which will form the basis of this training film. More importantly the film will highlight the gendering process required for ensuring that a quality census data is obtained. The training film will demonstrate the entire process of how enumerators will approach households/respondents, how questions have to be asked and what are the probing techniques that the enumerator will use especially with regards to sensitive questions such as name and ages of unmarried females in the house, fertility, physical handicapped family members and economic activities etc.
Therefore, UNIFEM requires the services of a company to develop a short training film based on the above in collaboration with PCO and UNIFEM

Tasks and responsibilities

 Review the previous census film to grasp the nature and content of the film to be eventually developed, also review relevant Pakistan census literature and hold meetings with UNIFEM team and the Population Census Organization for further guidance
 Identify and propose (in close consultation with the UNIFEM programme team and Population Census Organization), a structure for the training film and its duration which is not expected to be more than one and a half hour but broken up into various sections
 Deliver a draft script and training film outline for comments
 Based on the comments produce a training film, which will be used as a visual training aid during the various training sessions to be organised by the Population Census Organization.
 Make an initial presentation of the training film to the PCO and UNIFEM
 Finalize the film after incorporating the comments received during the initial presentation

Duration

The assignment may take one to two months

Deliverables

During the assignment, the Consultant will deliver:
 Initial outline of the film
 A draft script of the training film for comments by PCO and UNIFEM
 A presentation of the final training film to the PCO and UNIFEM for comments
 A final training film in the form of a CD
Reporting format
 All submission must be in high definition (1080 p)
 Film should also be on a soft copy, flash media and accessible for downloading from the website
 All submissions should be in Urdu

Qualifications

The applicant must demonstrate the following qualifications and experience:
 Five to ten years working experience in development and corporate documentary film production is compulsory. Additional experience in development communication and mass media is an added advantage (share the resumes of the staff who will undertake this task);
 Completion of assignments of similar nature and magnitude (candidates must submit at least three copies of the work they feel is most relevant to this assignment), particularly with development agencies. Previous assignments of the same nature with other UN agencies can be an added advantage;
 Experience and sensitivity in understanding cultural constraints in highlighting gender issues
Submissions
 Submission of quotation and demonstration of capability, evidence of past experience in undertaking similar assignments (three most recent CDs, DVDs) of similar work done.
 At least three previous clients and their contacts.
 Both a technical quotation (how you propose to undertake the assignment) and a financial quotation (cost in PKR with specific details such as logistics, travel, etc.)
 Clearly indicate extra but optional costs.

UNIFEM reserves the right to reject or accept any proposal.
