UNW-Pakistan Request for Proposal: “Implementing Women’s Voters Education Program in KP and Baluchistan”

Women Voters Education Programme

As part of UN Women’s mandate of promoting women’s groups and enhancing their capacity to effectively participate in electoral processes, UN Women Pakistan intends to establish and maintain close working partnerships with Six implementing partners during the current year under ECAP ( in collaboration with UNDP) through its “Governance and Political participation” Program in Pakistan. The financial assistance provided through this project will support CSOs in their initiatives as well as establishing forums for sharing information and joint collaborative support on programs/projects that promote women’s Political participation particularly as well informed voters.

Through this Project UNW would like to support ECP in its strategic goal under its five year strategic plan of achieving 63% voter turn-out in the next election. To achieve this it will have to direct considerable time and effort in engaging with citizens, but also by placing additional focus on engaging with and enabling women. The most challenging task in this regard would be to mobilize women particularly in those districts that have faced fragile security situation and are strictly governed by patriarchal culture and where strict “Purdha” is observed.

The Women Voter’s Education Program requires focused approach and aims at mobilizing women initially in 10 districts in KP and Baluchistan with low women turnout and women voters’ registration. The key results anticipated for the program includes; a)increased knowledge and information of local communities particularly women about voters procedures; increased women voters registration; increased women turn out as voters in upcoming elections; increased women’s engagement and participation in political parties. The project also aim at ensuring that the lessons learnt from the districts are not only shared with all key actors including ECP but also drawn on for pushing the agenda of legal reforms in national policies and plans with National Women Machinery(NWM) i.e. Women Parliamentary Caucus, Women Development Departments at provincial level and NCSW.

In order to achieve these results organizations should be able to demonstrate proven experience of running result based women political participation projects in said provinces with considerable out reach.

Training of Trainers-CEDAW

Background

UN WOMEN’s Pakistan programme is intended to facilitate the realization of women’s human rights in Pakistan through effective implementation of the International and National conventions/ treaties and bindings, especially “The Convention on the Elimination of All Forms of Discrimination against Women” (CEDAW), the Millennium Development Goals (MDGs), Beijing Platform for Action, and national commitments expressed in its national policies such as National Plan of Action and other focusing towards women’s empowerment and gender equality. UN WOMEN’s Country Strategy in Pakistan is about strengthening the capacity to deliver on gender equality commitments by ensuring that the voices of women and a human rights based approach are integrated fully in the development agenda of the country.

UN WOMEN Pakistan is currently implementing first phase of the programme on “Beyond CEDAW-Facilitating Implementation of National and International Commitments to Realize Women’s Human Rights in Pakistan.” The first phase started in January 2009 with support from CIDA, Dutch Embassy and SDC and will be completed in December 2009. The overall goal of the programme is to facilitate effective CEDAW implementation to advance women’s human rights in Pakistan while the first phase of the programme focuses on setting up/strengthening CEDAW mechanisms at both federal and provincial levels.

The specific outputs for which the first phase is accountable for are the following:

- National Machineries for women have increased their capacity to lead CEDAW reporting and set up implementation process
- Gender equality experts, advocates, and their organizations or networks have strengthened their capacity to advocate for CEDAW implementation process

In order to contribute towards the second output, UN WOMEN is seeking proposals from civil society organizations to design and conduct training of trainers at the federal and provincial level by engaging international trainers on CEDAW. The trainings should be directed towards building the capacity of gender equality advocates particularly women’s organizations and networks with focus on application of CEDAW as programmatic framework and advocacy for Optional Protocol.

Specific Tasks and Responsibilities:

UN WOMEN invites proposals from civil society organizations to undertake the development and implementation of training of trainers module on women’s human rights.

Content
The training module should include and not be limited to the following areas
- Concepts on gender equality and women’s human rights
- National gender equality commitments of Pakistan
- Introduction to and implementation of CEDAW including Optional Protocol
- Introduction to and application of UNSCR 1325 and 1820
- Specific case studies across sectors (not only traditional ones)

Tasks involved
1. Undertake a quick scan of needs assessment across the country and with focus on CSOs, NGOs and CBOs on knowledge about women’s human rights, gender equality commitments and CEDAW
2. Design and development of training of trainers curricula on women’s human rights based on a quick scan across the country
3. Identify training participants – with previous training experience - at federal and provincial level working on CEDAW implementation, with experience in conducting trainings; and conduct rapid needs assessment.
4. Organization of training and capacity building workshops across the country with CSOs/NGOs and CBOs
5. Ensure coordination and engagement of international training experts in the development and implementation of training module. In specific, consideration will be given to IRWAW and other institutes leading the work on women’s human rights and CEDAW at regional level
6. Develop tools and methodologies for CEDAW application including frameworks and checklists etc to supplement training module
7. Prepare high quality trainings reports

In specifics the trainings envisaged will
- be conducted at federal and provincial level, as well as AJK, for an average of 3 x provinces/state/federal – total of at least 15 trainings
- Each training should target 30 persons each and the entire programme is to train around 500 persons with equal participation of men and women and focus on young activists (preferably 50 % youth participation)
- Conduct pre and post training evaluation and analysis of those
- Develop follow up plan for strengthening pool of trainers and implement it

Working arrangements
a. The successful organization will be working very closely with the UN WOMEN Pakistan team and enhancing a joint effort in this regard
b. The production of modules and material will relay very much on existing material both at country, regional and global level
c. Draft modules and materials as well as list of participants and details about training will be shared with UN WOMEN team to ensure quality and relevance

Deliverables:
1. Consolidated report including trainings needs assessment, all trainings including
a. List of Trainers along with their experience and relevant qualifications in the field of CEDAW and its training,
b. Post training evaluation analysis and follow up plan
2. Training module and outline of training methodology,
3. Material including framework for application of CEDAW, checklists etc
4. An audited financial statement with supporting vouchers

Criteria for selection:
The following criteria will be used to evaluate project proposals:

a) Experience in conducting such trainings
b) Quality of proposal, as per the enclosed tasks and deliverables ensuring that the project has clear goals as well as explanations for how proposed activities will contribute to these goals.
c) Realism and feasibility of results
d) Institutional capacity to implement project
e) Justifiable budget as per the guidelines

Who can apply:
• Registered local civil society organizations
Priority will be given to proposals submitted by women’s organizations.

In a case where two or more organizations jointly submit a proposal, clearly state which organization represents the applicants and takes legal responsibility for administering and implementing the project.

Guidelines for Project Proposals

Project proposals should be written in English and be limited to no more than six (6) pages, 12’’ Times New Roman, including budget. They should contain the following information:

- Telephone and fax numbers and e-mail address
- Contact person
- Information on legal status
- Goal and mandate of organization
- Information on prior work related to women’s rights, particularly in the context of anti-discrimination
- Comparative advantage of the organization to implement the project
Total annual budget of organization(s) applying In cases of joint submissions by two or more organizations, please:
1. Clearly state which organization represents the applicants and takes legal responsibility for administering and implementing project;
2. Provide above information for each organization
II. Project title, duration and amount requested State Title, time frame for implementation of the project and amount requested from UN WOMEN.
III. Justification (no more than 1 page) Why should the project be implemented? How the proposed strategy is relevant to the situation?
IV. Results to be achieved (no more than ½ page) Indicate the long-term results (the impact this project could contribute to beyond its duration) and the concrete results that you expect to achieve within the duration of the project.

V. Activities (no more than 1.5 page) What are the key activities to be implemented in the project? Include a timeline for undertaking them, and who will be responsible for each

VI. Challenges (no more than ½ page) What challenges and difficulties do you foresee facing this project and how do you plan to address them?

VIII. Project Budget - Amount of funding requested. Budgets should be justified and realistic in light of the work envisioned. If partial funding is being sought, please also state the total project budget, and other sources already secured or which you are pursuing.
- Budget breakdown. Please note that UN WOMEN does not fund administrative costs above 10% of the total budget cost. Personnel costs may not exceed 20% of total project budget.
