UNW-Pakistan Request for Proposal: “Implementing Women’s Voters Education Program in KP and Baluchistan”
TERMS OF REFERENCE
I. The Major Contents of the Project:
The major contents of the project under this RFP include:
The call for proposal is meant to support initiatives related to the Women voters education at community/grass root level in the five districts of each province Khyber PakhtoonKhaw and Balochistan through the organization who have vast network and build the capacity of local NGOs working on women’s human rights issues focusing on districts having lowest women voters turnout, within the following areas of focus:
• increased knowledge and information of local communities particularly women about voters procedures;
• increased women registration to get CNICs and registration as voters;
• increased women turn out as voters in upcoming elections;
• increased women’s engagement and participation in political parties.
II. Target Groups:
• Women having age of 18 years and above who are eligible to get CNICs and registered as voters will directly benefit from the program, however men and key influences will also be involved in the program.
The activities will include but not limited to:
a. Detailed profiling and mapping of the identified districts to understand the local context, socio economic and demographic profile of the local communities , gender relationships, trends and perceptions regarding women participation in electoral processes and key barriers in order to set up a baseline.
b. Design and implement robust program for social mobilization and education for engaging with local communities, key influencers and women in line with CEDAW guidelines to ensure that women are not only aware of their rights but also have access to the means to effectively participate in electoral processes.
c. Contribute ideas the development of gender sensitive knowledge products for the project by UNW and ECP (posters with key messages, CEDAW and other relevant international conventions and Human rights treaties in local languages, training materials and so on).
d. Introduce innovative social mobilizations tools and implement those through local and social media appropriate to the local social and cultural contexts.
e. Develop linkages with key government departments, parliamentarians and Provincial Women Machinery (Women Development Departments, Provincial Commission on the Status of women and women Parliamentarian Caucuses), NADRA, PCO, ECP provincial and district offices to ensure harmonized and coordinated efforts for creating an enabling environment for women’s political participation.
f. Collating and documenting lessons learnt, issues and challenges identified and key results achieved to widely share and feed back to national and provincial forums for advocacy and information sharing to strengthen similar efforts in other parts of the country.
g. Develop result based monitoring and evaluation framework with right tools and guidelines to ensure that program is able to achieve its intended results. Set up clear and measurable targets and indicators to effectively monitor the results.
h. Coordinate and facilitate UNW and UNDP in its field level monitoring and evaluations as per the project guidelines as and when required.
