UNW-Pakistan Request for Proposal: “Implementing Women’s Voters Education Program in KP and Baluchistan”

Women Voters Education Programme

As part of UN Women’s mandate of promoting women’s groups and enhancing their capacity to effectively participate in electoral processes, UN Women Pakistan intends to establish and maintain close working partnerships with Six implementing partners during the current year under ECAP ( in collaboration with UNDP) through its “Governance and Political participation” Program in Pakistan. The financial assistance provided through this project will support CSOs in their initiatives as well as establishing forums for sharing information and joint collaborative support on programs/projects that promote women’s Political participation particularly as well informed voters.

Through this Project UNW would like to support ECP in its strategic goal under its five year strategic plan of achieving 63% voter turn-out in the next election. To achieve this it will have to direct considerable time and effort in engaging with citizens, but also by placing additional focus on engaging with and enabling women. The most challenging task in this regard would be to mobilize women particularly in those districts that have faced fragile security situation and are strictly governed by patriarchal culture and where strict “Purdha” is observed.

The Women Voter’s Education Program requires focused approach and aims at mobilizing women initially in 10 districts in KP and Baluchistan with low women turnout and women voters’ registration. The key results anticipated for the program includes; a)increased knowledge and information of local communities particularly women about voters procedures; increased women voters registration; increased women turn out as voters in upcoming elections; increased women’s engagement and participation in political parties. The project also aim at ensuring that the lessons learnt from the districts are not only shared with all key actors including ECP but also drawn on for pushing the agenda of legal reforms in national policies and plans with National Women Machinery(NWM) i.e. Women Parliamentary Caucus, Women Development Departments at provincial level and NCSW.

In order to achieve these results organizations should be able to demonstrate proven experience of running result based women political participation projects in said provinces with considerable out reach.

UN WOMEN Call for Proposals - Printing/Publishing Company

Background

UN WOMEN is committed to facilitate Government of Pakistan in institutionalizing gender equality and promoting women’s empowerment in its work through innovative and catalytic programming. UN WOMEN’s work is guided by the Beijing Platform for Action (BPFA), Convention of the Elimination of All Forms of Discrimination against Women (CEDAW) and the frameworks provided by the Millennium Declaration and the Millennium Development Goals (MDGs). UN WOMEN strategy in Pakistan is about strengthening the capacity of government, non governmental and UN system to deliver on gender equality commitments by ensuring that voices of women and human rights based approach are integrated fully in the development agenda of the country.

In Pakistan UN WOMEN is managing a series of programmes around CEDAW, women’s human rights and empowerment working with both government and non governmental organizations as well as in coordination and partnership with the rest of the UN system in Pakistan. A printing/publishing firm is sought to provide quality reports and stationary to be used for UN WOMEN’s programmes for a period of one (1) year.

The role of the Printing/publishing company/organization is to:

1. Provide high class services including:
• Publishing of reports and files;
• Printing on Flex Files
• Advertising
2. Provision of Stationary including:
• Letterhead documents
• Calendar
• Business cards

Scope of Work:

1. Layout and Design
a. Layout, design, and/or reproduction of various publications
b. Layout, design, and/or reproduction of various company brochures
c. Layout, design, and/or reproduction of presentation handouts
2. Advertising
a. Layout, design and placement of UN WOMEN Advertisements in black and white or color ensuring compliance with various print media size and layout specifications.
b. Price range for the standard sizes.
3. Stationary/Printing
a. Printing of Folders and Documents for UN WOMEN Programme Events
b. Printing of reports as based on UN WOMEN Programme Events
c. Print of promotional items (such as brochures, laminate signs, etc)
d. Printing of general UN WOMEN Stationary (Pages with general letterhead, etc)
e. Printing of UN WOMEN Business cards (design will be provided by UN WOMEN)
f. Printing of UN WOMEN Calendars and diaries.

Specifications of Material (Stationary)

Service Provider shall propose unit prices for stationary based on the following specifications:

• Imported offset 100gm 90gm 80gm
• Imported matt & Art 135gm 115gm 90gm
• Art Card 300gm 260gm
• Local 90gm 80gm 68gm


Special conditions:

Services of the successful Service Provider will be secured in accordance with the UN WOMEN’s Procurement Policy subject to the following conditions:
1. The UN WOMEN reserves the right to award or not to award this call for proposal;
2. The UN WOMEN reserves the right to award to one company or multiple;
3. The UN WOMEN reserves the right not to accept the lowest cost proposal;
4. Companies who fail to complete and attach all relevant documents will be disqualified;
5. All prices quoted must be VAT inclusive;
6. Please note that for companies who might be invited for presentations, their proposals might be re-evaluated
7. The general conditions of a contract will be applicable to this call for proposal;
8. The UN WOMEN will enter into a formal contract with the successful Service Provider;
9. The UN WOMEN reserves the right to terminate the contract should the performance of the Service Provider be unsatisfactory;
10. The UN WOMEN has the right to visit the business premises of the Service Provider to verify the information provided in the tender documents;
11. It is the responsibility of prospective service providers to ensure that their proposal documents are submitted before the closing time and date of the call for proposal;
12. Proposals received after closing time and date are late and will NOT be considered;
13. Any change of information provided in the proposal document that may affect delivery of service required should be brought to the UN WOMEN’s attention as soon as possible. Failure to comply may result in the contract being terminated;
14. Service Providers presenting information intentionally incorrectly or fraudulently will be disqualified;
15. The service provider allocates a suitably qualified team to this project.



Proposal
The tender should include the following documents in the sequence indicated below:

1. A short profile of the organization;
2. The available human resource expertise with special emphasis to printing, design and layout experience;
3. CVs of project managers and project staff assigned to this proposal;
4. Proof of similar work carried out;
5. Details of the cost / fee breakdown for the services to be rendered inclusive of unit costs per scope item and proposed payment schedule.
6. Sample printed reports of conference, workshops and other such events.

Criteria for selection:
The following criteria will be used to evaluate project proposals:

a) Quality of proposal,
b) Institutional capacity to undertake the above mentioned tasks.
c) Justifiable budget

The duration of the contract will be 1 year and is expected to start in October 2009.
