UNW-Pakistan Request for Proposal: “Implementing Women’s Voters Education Program in KP and Baluchistan”

Women Voters Education Programme

As part of UN Women’s mandate of promoting women’s groups and enhancing their capacity to effectively participate in electoral processes, UN Women Pakistan intends to establish and maintain close working partnerships with Six implementing partners during the current year under ECAP ( in collaboration with UNDP) through its “Governance and Political participation” Program in Pakistan. The financial assistance provided through this project will support CSOs in their initiatives as well as establishing forums for sharing information and joint collaborative support on programs/projects that promote women’s Political participation particularly as well informed voters.

Through this Project UNW would like to support ECP in its strategic goal under its five year strategic plan of achieving 63% voter turn-out in the next election. To achieve this it will have to direct considerable time and effort in engaging with citizens, but also by placing additional focus on engaging with and enabling women. The most challenging task in this regard would be to mobilize women particularly in those districts that have faced fragile security situation and are strictly governed by patriarchal culture and where strict “Purdha” is observed.

The Women Voter’s Education Program requires focused approach and aims at mobilizing women initially in 10 districts in KP and Baluchistan with low women turnout and women voters’ registration. The key results anticipated for the program includes; a)increased knowledge and information of local communities particularly women about voters procedures; increased women voters registration; increased women turn out as voters in upcoming elections; increased women’s engagement and participation in political parties. The project also aim at ensuring that the lessons learnt from the districts are not only shared with all key actors including ECP but also drawn on for pushing the agenda of legal reforms in national policies and plans with National Women Machinery(NWM) i.e. Women Parliamentary Caucus, Women Development Departments at provincial level and NCSW.

In order to achieve these results organizations should be able to demonstrate proven experience of running result based women political participation projects in said provinces with considerable out reach.

Project Name :
International Day of Rural Women

Background:
United Nations Development Fund for Women [UN WOMEN – part of UN Women] Pakistan provides its technical expertise in gender equality and women empowerment to strengthen the effectiveness, coordination and quality of outputs of the UN mission on gender equality. With its links with the global women’s movement and the re-establishment of a programme office in Pakistan, UN WOMEN is uniquely positioned to support initiatives of the government leading towards a full realization of gender equality commitments in line with the National and International gender equality and human rights commitments such as the Beijing Platform for Action, CEDAW, Millennium Declaration and the Millennium Development Goals. UN WOMEN collaborates closely with civil society and women’s organizations both as a) partners in advocacy and lobbying with the government around implementation of gender equality in national laws, policies and strategies b) as partners in the implementation of specific initiatives at local and national level.
UN WOMEN is supporting the International Day of Rural Women on 15th October 2010. This day is recognized by the United Nations through a General Assembly resolution (A/RES/62/136) titled ‘Improvement of the situation of women in rural areas’. The resolution calls on all governments to ensure that rural women have full access to human rights at all levels.
