Call for Proposals - Enumerators for Food Security and Market Assessment in FATA

Background

The continuing conflict in North West Frontier Province (NWFP) and in the Federally Administered Tribal Areas (FATA) in Pakistan due to militant activities and operations caused major damage to infrastructure and disrupted public services and markets. These frequent militant attacks in NWFP and FATA pose a constant security threat to the population, impeding normal livelihood activities. The areas to which the Internally Displaced Persons moved are also indirectly affected through changes in demand and supply of essential goods and services leading to market distortion and overburdened public services. Though a number of assessments have been undertaken in these conflict areas, significant knowledge gaps remain interms of livelihoods and markets. Also substantial inflow of cash and food assistance into NWFP and FATA warrant a further understanding of livelihoods and markets.

In this context a Food Security and Market Assessment (FSMA) Survey is planned to be conducted by UNIFEM in the conflict areas (NWFP AND FATA) in March-April 2010. For conducting this research on FSMA, experienced female enumerators are required to carry out the household surveys in FATA (Mohmand, Bajaur, Kurram, Orakzai, South Waziristan, North Waziristan, and Khyber).

A Call for Proposals is accordingly set out for experienced female enumerators to carry out the said study. The duration of the assignment will be 30 days.

Tasks involved
The tasks of the enumerators are as follows

- review and study the questionnaire designed
- approach women and girls in host communities, rental premises and others out of camps and interview based on the questionnaire
- submit the compiled questionnaires to UNIFEM coordinator in Peshawar
- provide required information and/or clarifications if needed
- any other related activity

Deliverables:

• The compiled questionnaires
The proposal should include the following
- An Organisational profile of the applying body
- CVs of the female enumerators
- The estimated cost (budget)

Criteria for selection:
The following criteria will be used to evaluate the applications,

a) Experience of enumerators in conducting such surveys
b) Justifiable budget

Project proposals must be submitted in English, preferably by e-mail, but may also be sent by courier to the UNIFEM office in Pakistan.
